Responsibilities
Ms. Norris is a principal engineer on both public and private development projects. She manages design teams of engineers, CAD designers, and inspectors, and coordinates in-house staff and consultants for multiple project schedules to meet the Client’s budget and timetable. She assists clients with project costs and contractor estimates for construction management. She also manages the daily and long-term administrative duties of the firm to ensure that financial and employee related goals are met and sets strategic initiatives for the firm.
Thomas J. Spaulding, PE – Principal Engineer
Professional History
Mr. Spaulding has over eight years of education and 22 years of residential and commercial engineering and land planning design experience. The majority of his work has been in the areas of development design. He has served as a consulting engineer for small municipalities to review plans and make recommendations.

Responsibilities
Mr. Spaulding is a principal engineer with the firm providing project planning and engineering services in the coordination of design teams for the preparation of detailed plans, technical reports, and municipal permitting on multiple projects. He is the firm’s key professional for technical water quality and utility designs. His in-depth knowledge of local, state and federal regulatory processes is supported by years of experience with various projects in successfully gaining approvals in numerous jurisdictions. He has extensive experience with large scale, multi-disciplinary projects, such as Twelve Oaks PUD and Golf Course. He aids Clients with project bidding and contractor selection. Mr. Spaulding assists with administrative decisions and is instrumental in business development.
