Spaulding & Norris, PA, was established with a mission to provide Clients with personalized service and accurate, timely plan design and approval. Our firm offers land planning, rezoning and special use permitting, and civil and environmental engineering to both the private development community and municipalities. We are capable of providing, but not limited to, the following list of services:
Land Planning
Due Diligence research for zoning, utilities, connectivity, environmental features, and preliminary cost estimates
Sketch Plan preparation (using CAD software) for site layout illustrations to assist the Client with determining the highest and best use of the property
Feasibility Studies to assist the Client with determining the cost effective solutions to design alternatives
Coordination with subconsultants for surveying, subsurface investigations, traffic studies, soil suitability analysis, landscape architecture, and structural engineering
Preparation of Planned Development District (PUD) documents for Master Plans
Preparation of rezoning and special use applications and preliminary plan packages for submittal to municipal planning staff
Presentations to Planning Boards and Town Councils for public hearings and plan approvals
Negotiate Developer Agreements for potential reimbursement and fee credits to the Client
Long Range Comprehensive Land Use and Small Area Planning for municipalities

On-site concurrence meetings with DWQ and USACE Staff to confirm field determinations
Coordination with In-House design staff to minimize and avoid impacts to wetlands and streams
Advise Client of cost considerations for proposed impacts to environmental features
Preparation of DWQ and USACE permitting packages
Conduct internal training to Clients
